Association International Clearance for Players
If you want register a player over
the age of 10 that has previously been registered for a club abroad
(including the other Home Associations- Scotland, Wales & Northern
Ireland), or who is a foreign
national seeking to register in England for the first time, they must
first receive international clearance or except to international
clearance from English Football Association and/or FIFA.
International
clearance is applicable at all levels of the game and it is the club's
responsibility to perform ITC Due Diligence to find out from the
parents/guardians of the player, as to whether clearance
may or may not be required, or has been granted or ITC exception
granted.
Players that have registered, as a registration in England for the first
time for a Club, without that Club performing the appropriate ITC Due
Diligence with the English Football Association,
does not mean the player has the rights to register for
other English Club without the new Club performing the appropriate ITC
Due Diligence or requesting parents/guardians seek a copy of the
previous Club's ITC Due Diligence.
The League is ensuring that it's member Clubs has completed
their ITC Due Diligence for players registering with their Club.

When you have a
confirmation email from the English Football Association please capture
an image of the email, including details of email signature and the
senders of the email in JPG or PNG format and upload a copy to the
Players GotSport Player Record.

New
procedure for verifying ITC from English Football Association – “The 30
Month Verification”.
Depending on EFA Email which contains:
1)
EFA Reg Dept Require - “provided they have not played abroad elsewhere”
Or
2)
EFA Reg Dept Require - “There is no record of the above-named player
being registered for a club outside of England within the last 30
months. Provided they have not played abroad elsewhere, the player is
free to register for your club.”
Or
3)
Clubs are advised to satisfy themselves that any individual who is not
from the United Kingdom or Republic of Ireland that they are seeking to
recruit will not be in breach of the terms of their visa.
Thus, EBFA would like a due diligence statement from Guardians to close
the Due Diligence loop for ITC:

GotSport
on Players Record, Documents TAB – Upload Description – “EFA-ITC
Confirmation
Email”.
Plus, a
30 Month Verification
statement

should then complete the club onus to ensure that the necessary due
diligence on all signings is completed, so EBFA can then progress the
Registration on GotSport and the validation and approval of the WGS
player record submitted by the Club.
