MAKE
SURE YOUR PLAYERS ARE ELIGIBLE TO PLAY...
International clearance is required by all players moving across
borders who wish to play football in England under an affiliated
English Football Association Club in an affiliated English
Football Association League.
It applies to all players of 10 years of age and over. Player born
outside England (“aboard”) will require ITC or ITC Exception.
Clubs must be vigilant when registering players to play Football in
England in and English Football Association affiliated Clubs and
Leagues. If you think they have played abroad they will need
international clearance (ITC) from the FA or ITC exemption back from
theFA before they can play in England.
(The term "abroad" even applies to Wales, Scotland and Northern
Ireland)
Make sure you ask your players if they have played outside of
England before you register them to your Club. If they have, played
Football outside England, your Club will need to contact The FA
Registrations Department for ITC Clearance or exemption . The FA will
do their utmost to get the player cleared for you as soon as
possible, but Aug/Sep & Oct are very busy period for them ..
Please note: it is not always possible to get clearances
immediately.
The FA has to deal with dozens of foreign Associations and
sometimes the process is slow. Please also remember the time
differences in some countries, especially America and Australia.
Clubs and players may be required to complete an application form
which is available from The FA Registrations' Department or online.

writing to The FA Registrations Department (details below).

New procedure for verifying ITC from English Football Association
– “The 30 Month Verification”.
Depending on EFA Email which contains:
EFA Reg Dept Require - “provided they have not played abroad
elsewhere”
Or
EFA
Reg Dept Require - “There is no record of the above-named player
being registered for a club outside of England within the last 30
months. Provided they have not played abroad elsewhere, the player
is free to register for your club.”
Or
Clubs are advised to satisfy themselves that any individual who
is not from the United Kingdom or Republic of Ireland that they are
seeking to recruit will not be in breach of the terms of their visa.
Thus, EBFA would like a due diligence statement from Guardians to
close the Due Diligence loop for ITC:
Copy of EFA Registration Dept Email to be added, by Club, to GF
on Players Record, Documents TAB – Upload Description – “EFA-ITC
Doc-Email”.
Plus, a statement from guardians that includes:

This should then complete the club onus to ensure that the
necessary due diligence on all signings is completed, so EBFA can
then progress the Registration on GotSport and the validation and
approval of the WGS player record submitted by the Club.
