The transfer windows closes on 31-Mar-14 at 11pm - However, due to the bad weather this has been extended to 17-Apr-14 at 9pm with last card collection on 18-Apr-14 at 9pm.

East Berks Football Alliance Respect Marks on FA Full Time System - 07-Sep-13 to 21-Mar-13

 

The League has developed an extraction process for the Respect Marks entered by teams into the FA Full Time (FAFT) system by teams after each match.

 

The league extracts the Respect marks for league section and division matches, which have been completed and then processes the marks for:

 

Behaviour of players from opposition?

Behaviour of supporters from opposition?

Behaviour of coach/manager from opposition?

 

Detailed in the EBFA Respect Table (PDF) are the Tables standing for each Section/Division for the period 07-Sep-13 to 21-Mar-13.

 

A total of 8736 section and division matches played, of which only 4106 have had the Respect statistics updated on FAFT.

 

From the EBFA 2013/14 Rules:

Appendix B – Respect Mark Scheme Awards

16. Failure to return the Respect Section of the Result Sheet and/or complete the Respect marking on the FA Full Time website may result in a fine not exceeding £20.00 per match.

EBFA would fine a team £10 for the 1st infringement and £20 for each one after that.

 

The last column of the Respect Tables details the proposed fines for teams that have not completed the Respect Marks on the FAFT System during the period 07-Sep-13 to 21-Mar-13.

 

£75,230 in fine will hit Club team funds very hard!

 

If your team is due a fine and you wish to mitigate that fine, then please check your results sheets and complete the Respect section of the FAFT system and continue to do so after each match – See attached document.

22-Dec-13 EBFA - Streaming and Fixtures (Jan-May) U7s, U8s, U9s, U10s, U11s and U13s

New streaming Sections ( U7s, U8s, U9s and U10s ) and Divisions ( U11s and U13s ) have been released for Jan-May-14.

Considerable number of hours have gone into the streaming process and EBFA has read your emails ( where sent ) and tried to ensure that streaming is as fair to every team in the league as possible.

Fixture have been loaded onto the FA Fulltime website.

15-Dec-13 EBFA - Notice to Club Secretaries, Team Managers and Team Administrator,

A) - U7, U8, U9, U10, U11 and U13 Streaming for 11-Jan-14 Restart

U11s and U13s before the Christmas break will be re-streamed and put into divisions based on their results of the first half of the season (Average Point per Game).  Matches from 2013 which have not been played will not be rescheduled in 2014. In 2014 U11s and U13s will then play for a divisional championship, playing everyone in their division once.  We believe this is the best way to create fair divisions in the new format.

We believe this is the best way to create fair sections in the new format.

Also please ensure that no U7s, U8s, U9s and U10s match results or scorers are published in any format.

B) - Result Sheets and SMS & Respect Marking on FA Full Time.

The position of a Div Sec is voluntary and we need your support as EBFA Managers and Team Administrator to ensure that the burden is not greater than it should be.

Therefore from 11-Jan-14 U7s to U21s teams must on a weekly basis after a match:

1)      Reply to SMS result text by 19:00hrs on the date the match is played.

a.       Match played on an evening – reply ASAP after the match 

2)      By the Wednesday after the Saturday fixture home and away teams must have:

                                                               i.      Completed the respect markings on the FA Full-time Website.

                                                             ii.      Sent an EBFA match result scorecard to their Divisional Secretary by post or by emailing an electronic copy.

FA Full-time SMS System - Document

The league has opted to use an advanced level of Full Time to hopefully try and make it easier for you to report your results and to keep the website up to date so your U11s-U21s players can see how they are progressing.  You should receive a text at 9:15am on the day of your match.  The text will detail what you need to reply with in order for the system to update and verify your results. You must reply to the text by 7pm on the day of the match.

You will then be able to access the Full Time website in order to give your Respect scores and input player statistics U11s to U21s.

EBFA match result scorecard.

All you need to send the Divisional Secretary, either via scanned PDF, Word copy  or via post is your your match result scorecard for the match. 

 

Home teams please ensure the referee signs this after the match.

 

If you send a word copy, then in the ‘referee section’ of the scorecard please add – referee signed copy kept with {Name} – then if there is a dispute the League will request the original to be posted to it.

 

This must arrive with your Div Sec by the Wednesday following the game.

You should be aware that Divisional Secretary from 11-Jan-14, will notify the Chairman of any infringements by teams not competing SMS, Respect Marking or Match result scorecards and fines will be issued for teams failing to follow the rules. 

C) - General Issues from EBFA.

One of the biggest problems is where people do not read the rules and fail to communicate with one another.  The rules are downloadable from the EBFA website in PDF format. (www.eastberksfa.com ).

Please also read the website pages on player registration and policies in EBFA – especially relating to those who wish to postpone a match.

 

We as a league are a true advocate of Respect and believe that this should operate from the initial communication of the fixture right through to reporting the result by the Wednesday following the game.  Please communicate details of your match by 9pm of the Sunday preceding the match.  Communication must be via email or telephone conversation (text is not an acceptable form of communication) and must be replied to.  If you have not had a response to your email then please pick up the phone and contact their Team Administrator, Manager and then Club Secretary in that order.

 

Remember when you communicate the details of the match you must let the opposition know the name of the referee and if they’re registered with a County FA and the League.  If they’re not then the opposition have the right to provide their own in the first instance.

 

We all have other jobs and family responsibilities and often Div Sec have several days without looking at their personal emails.  Because of this they may not respond immediately to your initial contact.  If you have emailed a Div Sec and they have not responded then please give them a call.  Mobile is best but they may not always be in a position to take the call, so if you leave a message they normally get back to you ASAP.

 

Please do not call Div Secs after 21:00 any day and we will ensure that unless there is an emergency we do not do that to you.  If we need to contact you later than 21:00 then we will send an initial text to see if it’s OK to call you or we will send an email. 

 

When contacting anybody in the league by email it would be very helpful if you could indicate in the subject line what division/section you’re in.  Please do not reply to an email with a different subject without changing the subject line and please identify who you are and your team and club name etc.

13-Dec-13 EBFA - U9s and U10s Teams In Last 8 of Cup, Plate and Shield Competitions

Teams have played group stage matches ( No Extra Time and No Penalties ) Teams were scheduled a maximum of 3 matches in the group stage, 1 home/2 away or 2 home/1 away - Team allocated a bye were allocated a win for this match (teams should only have a maximum of 1 Bye).

Group Matches were played on 28-Sep-13, 02-Nov-13 and 07-Dec-13.

After the 3rd set of matches the top 8 teams in Cup, Plate and Shield groups will now progress to the Quarter Final knockout stage on 01-Feb-14. Followed by the Semi Finals on 01-Mar-14 and Finals at Ascot United FC at the Ascot Racecourse on 03-May-14.

Note: the Quarter Finals, Semi Finals and Finals are knockout stages and will have extra time and penalties on the day of the match to determine a result.

08-Dec-13 EBFA - Notice of changes to Fixtures for 21-Dec-13/04-Jan-14

A number of teams and Divisional Secretaries are reporting problems with fixtures on 21-Dec-13, as lots of teams do not have sufficient players, as their parents are taking the kids away for the Christmas and New Year break on Friday.

Therefore the following change in EBFA 2013/14 fixture policy has been decided for 21-Dec-13 to:

             1) Delay league fixtures can be played if both teams can field a team on 21-Dec-13, otherwise moved to a delay fixture date in 2014.

             2) U9 to U18 Cup competition matches are transferred from 21-Dec-13 to 01-Feb-14 and Semi-Finals that was scheduled for 01-Feb-14 to 01-Mar-14.

 Also – there are already 4 matches scheduled by Div Sec for 04-Jan-14 ( Which is a EBFA no schedule match date ). So the change to the fixtures on 04-Jan-14 will be:

             1) League matches can be played on 04-Jan-14 if both teams can field a team and agree the match with their EBFA Div Sec.

Therefore we all at EBFA hope these changes will ensure that Clubs, Teams, Managers, Coaches, Team Administrators, Parents, Players and League Officials can all have a great Christmas and New Year break and look forward to returning to EBFA for the 2nd half of the season.

Saturday Dates - Cup, Plate and Shield will be played on 28-Sep-13, 02-Nov-13, 07-Dec-13, 21-Dec-13, 01-Feb-14 with finals at Binfield FC or Ascot FC on 26-Apr-14, 02-May-14 and 03-May-14.

Sunday Dates - U21 Cup will be 24-Nov-13 and 02-Feb-14 with the final at Binfield FA on 25-Apr-14.

U9s and U10s are split into Cup, Plate and Shield Competitions with initial 3 round played in a league format (no extra time or penalties in the league format) Then top 8 teams will progress to a knockout format with the finals at Ascot on 03-May-14.

After talking with Berks and Bucks County FA and further investigations, EBFA will be revising the U9s and U10s formats for the 2013/14 season:

 

U9s Age Group – U8s players can play in the U9s age group, as long as the trophy event competitions do not last more than 6 weeks (this matches the U8s rules) .

 

U10s Age Group – U9s players can play in the U10s age group, as long as we do not publish the results of matches or have published league tables (except finals of trophy events).

 

So the U9s and U10s Age Group format changes are:  (Revisions shown in Green):

 

U9s – Format 7v7 – for 2013/14 (Revised 18-Jul-13 – Ian Nile)

Pitches can be lined or coned - Pitch 60yds x 40yds is the preferred size, smaller pitches are permitted with 50yds x 30yds as the minimum

a.     12ft by 6ft Goals.

b.    12 players maximum in the squad.

c.     3 Sub at match (10 players max per match).

d.    A team needs a minimum of 5 players to start or continue a game.

e.     Match duration 48 minutes in a 1 hour pitch slot (12 minutes each quarter).

f.     2 minutes maximum between quarters 1/2 and 3/4.

g.    5 minutes maximum between quarters 2/3 (half-time).

h.     The teams change ends after the 2/3 quarters interval (half-time).

i.      Size 3 balls.

j.      Throw-ins.

k.     Keeper returns ball to play by throwing out  or drop kick.

l.      Opposition retreats to half-way line for goal kicks.

m.   Back rule pass applies.

n.     A goal may not be scored from the kick-off.

o.    All players must play a minimum of 24 minutes per match (50% of match).

p.    Fixtures on FA-Full Time

q.    The season will consist of organised development fixtures. Development  Matches - Team streaming

·   Teams Streamed – Jun-Aug

·   Streaming Development Matches - S1 - Sep-Dec - 10/12 Teams per section

r.      The League will collect and clubs may collect the results of their fixtures, but both League and Clubs will not publish the results of any streaming development fixtures, and will not publish any league tables in respect of their fixtures.

s.     In order for U8s players to be eligible to register in the EBFA U9s age group – the League will continue with its trophy U9s events per season (typically Sept-April), lasting a maximum of six (6) weeks. Once a player has played in a trophy event they are tied to that event for the remainder of the season. Both League and Clubs will only be allowed to publish the result of the trophy event finals.

t.      Players are registered to teams – clubs with more than 1 team in this age group cannot player players in any of the other U9s teams in its club, without completing a league transfer. Players cannot play outside their registered age group without a league transfer.

u.     The ethos of the ‘referee as educator’ remains strongly in place with a key role being to help young children learn about playing football.

Attached is version 3 of the EBFA age bands for Player registration for the 2013/14 season in EBFA.

 

Unfortunately there is nothing EBFA can do at U11s Age Group – the FA have restricted this to U11s only, no U10s players allowed, which I consider to be a regressive decision for the FA’s new pathway for children’s football development.

 

U11s Kids football is changing - smaller pitches - smaller teams - smaller goals - child friendly competition.

 

Unless you are an U10 Player and have been playing up a year with your team mates for the last 3 seasons. Then you are not allowed to play with them in the 2013/14 season at U11 9v9. You have to wait a year until the 2014/15 season and then you can play with them again at U12s 9v9. Remember the FA have designed this for the kids!!!!! ( child friendly ).

Q: Why have the age groups Player ages changed?

A: The FA in their Standard Code for Rules for Youth Competitions changes reflect the changes to FA Rule C4(A) and help clarify the format of football appropriate for each age group for season 2013/14 and 2014/15.

 

2013/14 season

 

U7’s can play up to 5v5, they can play in U8 only if the format is 5v5. They cannot play in U8 if the format is 7v7.

U8’s can play up to 7v7. They cannot play in U9 as this is a different competition structure.

U9’s can play up to 7v7. They cannot play U10 if the U10’s are playing in a league format with published results.

U10’s can play up to 7v7, they can play in U11 only if format is 7v7. They cannot play in U11 if the format is 9v9.

U11’s can play up to 9v9, they can play in U12 if this is 9v9. They cannot play in U12 if the format is 11v11.

U12’s can play up to 11v11, they can play in U13 if they want to (two-year age banding max.)

Player Registrations FAQ – 2013.14

 

Q: When do I collect the completed registration cards?

 

A: At the end of the League General Meeting on 05-Sep-13, which is held at Blue Mountain Centre 8pm - 10pm.

 

Q: Can I use registration cards from other leagues?

 

A: Yes FA Affiliated League Player Registration cards can be used as proof of date of birth. Please photocopy the cards and submit with team registration form.

 

Q: Do I need new photos?

 

A: Yes the league requires that the photo submitted has been taken within the last 3 months.

 

Q: Why can I not use last year’s player registration cards for this season?

 

A: The league player registration process is computerised to allow for the 8,500 player registrations.

Each year the team’s registration number changes to reflect which age group the team is playing in.

Player Registration cards are colour coded to ensure the cards are relevant for the correct season – 2011.12 was Red and 2012.13 is Green.

Players within teams change and issuing a full team’s registration is the easiest way to ensure the league knows which players are registered to which team.

 

Q: Can I submit photocopies of documents?

A: This is the league’s requirement. All documents for proof of date of birth or name changes shall be photo copies ONLY. 

 

Q: Why can I not use EBYFL registration number from season which are prior to last season?

 

A: The league system stores last season registration numbers with the players DOB so that they can be registered quickly on the system and no additional proof of date of birth is required.

The league is registered with the Information Commission for Data Protection and take very seriously the protection of children’s personal data

If you want to use EBYFL for season prior to 2011.12 then just photo copy the card and submit this with the team form.

 

Q: What happens if I have 10 players and delivery 10 team forms - 1 per player.

 

A: They are returned to you - we have to scan each form - we do 6 player per form not 1 player per form.

    

Q: Why do my registrations get rejected?

 

A: Registrations are rejected because:

    

            Photo incorrect - they MUST be:

·         1 recent photograph (taken within the last two months);

·         UK Passport Size - 45 mm high x 35 mm wide (please trim your photographs to meet this condition);

·         Printed on photo-quality paper (with no watermarks, embossing or printing on the photograph);

·         Undamaged, for example, by creases from paper clips,

·         The Player on their own (no hats or sunglasses, etc.)

·         A close-up of the Players head only, facing forwards, looking straight towards the camera to include the Players full head without any head covering (unless it is worn for religious beliefs or medical reasons) and nothing covering the Players face.

·         Photographs must be glued (not stapled) within the box corresponding to the Players details i.e. Player 1 photograph matches Player 1 details,  Player 2 photograph matches Player 2 details etc

·         Photo is not printed on photographic paper – so when scanned for printing on the registration card the player is not visible

 

If the photo is printed on paper - Rejected.

 

If the photo has glue over the face or school watermarked - Rejected.

 

If the photo head is too large or small - Rejected.

 

If the photo quality is poor - Rejected.

 

No Proof of Date of Birth.

·         Proof of Date of Birth MUST be photocopies of Birth Certificate, Passport, Medical Card, Other FA league Registration Cards for all Players not registered with EBYFL last season.

·         For players registered with EBYFL last season then you shall only need to add their 2012/13 EBYFL Reg No (Only 2012/13 Season Reg No) to the team form, along with their date of birth on the form. The last season registration number is then entered into this year’s registration system to extract name and last season verified DOB so no additional documents are NOT required for proof of date of birth if you use last year’s registration number on the form.

 

  Form Not Completed or Signed

·         Club Chairman or Secretary MUST sign this form, to confirm details are correct and that they agree to these players playing for the named Club and Team.

·         Please ensure that your Club Name, Team Name & Age Group has been entered on form.

·         Guardians of players must enter House No/Name and Postcode and sign the form to verify their charge can play in EBFA for the 2013/14 season and they as players and guardians will all abide by the Rules and Codes of Conduct as laid down by EBFA.

 

  Hand Writing

·         Some forms are so badly hand written it is impossible to determine the name of the players.
